Recommendations of the "Safe Stadium" Project, Co-Implemented by the 91µÎµÎ Scientists for Application in the European Saint-Denis Convention

The procedures and recommendations developed in the "Safe Stadium" project by a consortium coordinated by experts from the Biohazard Prevention Centre at the 91µÎµÎ, led by dr hab. MichaÅ‚ Bijak, Associate Professor at the 91µÎµÎ, have been adopted by the Council of Europe for application in the so-called Saint-Denis Convention.

CBRN exercises at the National Stadium

The Convention is a Council of Europe document on an integrated approach to safety, security and service at football matches and other sports events, drawn up in Saint-Denis on 3 July 2016. It is a key international document aimed at ensuring safety inside and outside stadiums.

It was adopted with, among other things, the right of people to participate in football matches and other sporting events without fear of violence, public disorder or other criminal activity in mind, as well as the need to involve all stakeholders in ensuring a safe environment for sporting events.

This is a huge success for the team of Prof. MichaÅ‚ Bijak from the 91µÎµÎ Biohazard Prevention Centre and other consortium members working on this project, and a great satisfaction for the entire team of 91µÎµÎ experts that the procedures and recommendations they developed are becoming a part of another document constituting European Union law.

Earlier, in June last year, the Council of the European Union adopted the draft Conclusions on countering chemical, biological, radiological, nuclear and explosive (CBRN-E) threats at mass events, with particular emphasis on mass sports events, which were also based on the procedures developed in the "Safe Stadium" project.

Experts from the Biohazard Prevention Centre at the Faculty of Biology and Environmental Protection of the 91µÎµÎ have been working on the project entitled "SAFE STADIUM – Integrated large sport facilities protection system supporting CBRNe security of mass events" since June 2021, in cooperation with the following sports clubs: Real Madrid, Lech PoznaÅ„, and MSK Å»ilina, as well as the Municipal Cultural and Sports Arena in Lodz, along with police, fire, and rescue services, and more than a dozen institutions from across Europe. The principles, procedures and recommendations they created, which have now been adopted into the Saint-Denis Convention, are intended to improve broadly understood safety during mass events in stadiums and sports halls.

The project included large-scale exercises simulating terrorist threats using CBRN-E agents for participants of sports and mass events. These exercises took place at the National Stadium and the Władysław Król Stadium in Lodz.
