Prof. Monika A. Kr贸l, PhD 鈥�  is a comparative lawyer, a habilitated doctor and a professor at the University of 艁贸d藕. She specialises in administrative law and procedure, environmental law and agricultural law.

She is the Chair of the Scientific Council Institut of Environmental Protection - National Research Institute   

Graduate of the Faculty of Law and Administration at the University of 艁贸d藕, majoring in law. Long-term researcher at the Department of Agricultural Law and the Department of Environmental Law at the Faculty of Law and Administration of the University of 艁贸d藕. Since 2024, she has been employed at the Department of Comparative Administrative Procedure at the Institute of Comparative and Interdisciplinary Legal Research at the Faculty of Law and Administration of the University of 艁贸d藕.

Scholarship holder of the Council of Europe, member of the International Academy of Comparative Law (Acad茅mie Internationale de Droit Compar茅), World Union for Agricultural Law UMAU, European Council for Agricultural Law CEDR, founding member, since 2021 chair of the Audit Committee of the Polish Association of Agricultural Lawyers.

She served as Secretary General of the Prevention in Agriculture Section of the International Social Security Association (ISSA). She has many years of experience (2010鈥�2017) working in senior and central government administration bodies in independent positions (Ministerial Advisor at the Ministry of Agriculture and Rural Development, expert at the Foundation for Agricultural Assistance Programs FAPA) and managerial positions (Director of the Central Office of KRUS). In 2017-2018, she held the position of Director of the Management Board of the Polish Power Exchange at the Warsaw Stock Exchange. In 2015-2017, she was appointed by the Minister of Agriculture and Rural Development for a four-year term to the Scientific Council of the Institute of Agricultural and Food Economics PIB. In September 2024, she was appointed by the Minister of Climate and Environment to the Scientific Council of the Institute of Environmental Protection - National Research Institute, and in October 2024, by a resolution of the Council, she was appointed Chair of the Council.. In December 2024, she became a member of the International Academy of Comparative Law as a result of the Academy's general election held in November 2024.

She has participated in over 200 conferences and congresses, prepared a general report and served as general reporter at the 21st World General Congress of the International Academy of Comparative Law (AIDC) in Asunci贸n in 2022. In 2024, she was again entrusted with the role of general reporter in Commission VIII at the 22nd World General Congress of the AIDC Academy of Comparative Law, to be held in Berlin in 2026. She is the author and co-author of several national papers for European congresses on agricultural law CEDR (Lucerne 2013, Potsdam 2015, Lille 2017, Pozna艅 2019, Cardiff 2023) and two papers for the UMAU World Congresses on Agricultural Law (Pozna艅 2020, Bel茅m (Brazil) 2024).

She is the author of 140 scientific publications in the field of environmental law, agricultural law, administrative law and procedure, foreign and domestic studies in the form of monographs, chapters in monographs, articles in scientific journals, expert opinions and academic textbooks. Her scientific interests are diverse and multifaceted, covering several research areas: general issues and principles of environmental law; legal protection of the biosphere; climate change law; legal aspects of food security in the face of climate change; legal instruments for greening the Common Agricultural Policy and environmental protection in agricultural activities.

She holds several positions in scientific journals and is a member of the scientific committee of the journals 鈥淧rzegl膮d Prawa Rolnego鈥� (Agricultural Law Review), 鈥淪tudia Administracyjne鈥� (Administrative Studies), and 鈥淐EPALO.鈥� In 2014-2017, she was the editor-in-chief of the scientific journal 鈥淚nsurance in Agriculture. Materials and Studies,鈥� and since 2024, she has been the deputy editor-in-chief of the scientific journal 鈥淵earbook of Agriculture and Food Law,鈥� published by the University of Warsaw.
